IIT-JEE 2013: Common engineering entrance in favour of students, says Sibal

With several Indian Institutes of Technology (IITs) coming out in opposition on the proposed common entrance test, Human Resource Development Minister Kapil Sibal reiterated that the common test was in favour of students.

Sibal, who is on here to attend the India-US Education Dialogue, told reporters that it was clear that autonomy of IITs needed to be maintained but questioned how their autonomy was being affected by the decision.

"Academic autonomy of IIT system has to be maintained, and must be maintained, that is quite clear. But if someone says look autonomy of IITs is being jeopardised, I would respectfully beg to differ. If I am enlightened further how it is being jeopardised, I am always open to make them more empowered," he said.

The minister's comments come after the senate of IIT Kanpur came out against the common test and announced a separate entrance test from 2013.

Senates of several other IITs have followed suit, with many saying they did not agree to this new format with merged entrance of IITs with that for the National Institutes of Technology (NITs) and Indian Institutes of Information Technology (IIITs). The new format also includes a fixed weightage from school board marks to the entrance test score.

The IIT Faculty Federation, and alumni associations have called the decision an attack on the autonomy of the institutions. They have said the senates were overruled while taking this decision, even as several IIT directors spoke in favour of the new format.

Sibal, however, said the decision of the common entrance test was not his, but of the IIT council.

"Quite frankly this is not the minister's decisions. This is the unanimous decision of the IIT Council, consisting of all the IIT directors and chairmen. Then we have the IIIT Council representatives there, we have NIIT Council representatives there. All of them decided unanimously for a particular course of action," he said.

"In terms of the IIT Act, there is an IIT Council. In terms of that Act, the Council is entitled to take certain decisions by virtue of a statue. The Council has endorsed those decisions. I do not know what the exact objections to it is? I will go back and find out the exact nature of these objections and will surely address it," he said.

The IIT Faculty Federation and IIT Delhi Alumni Association have also decided to meet the prime minister over the issue.

Mr Sibal has done a great thing, Think how the world will go to dooms if India makes its own arms and technology without buying it from america, If the IITs get growing this way one day all arms required by india will be made by us, the americans will be doomed and so the world economy. Think now India is in great crisis of Foreign exchange, Great investments were done in VIT and SRM but they couldnt rank up to the top, how can you expect other great university to open branches (investments) in India and be downgraded,so IIT has to be bought down. Last but not the least IITS are producing Student like Arvind Kejriwal , Think how difficult it has become to make money. In the present system of JEE it is impossible to get short cut marks,Student's, think how easy it will be to get admission in remote village in 12th and write exams with open books and get a 50% weightage. My full support

Mr. Sibal.. can u think how much pressure student already got in 12 class related to the board exam and now those students who scored less in the board exam due to some reasons and still want to prepare for the jee exam and deserve to crack it but due to less marks they are not able to think about it but there stay only a dream about it in there mind..

And only 40,000 students are qualified for main test what about others students then 40,000 students they got lost or do attempts like suicide because of such pressure ..

Please don't try to decline the Respect of IIT NITs and don't decline the education system in INDIA .. The Old system is already good and don't try to cut the roots of education system because you has already done that in 10th .. please leave INDIA and EDUCATION System in INDIA . And please think as a student ...NO COMMONT ENTRANCE TEST PLEASE... REQUESTING YOU ....

this is all wrong....mr. Sibal is just taking rash decisions....implementing this format from 2013 is totally faulty...i gave my board exam this year....i was nt selected in jee but i want to give it a try next year...but giving weightage to board exams is freaking me out...i have no control now about my performance in boards now..every student gets to sit for jee twice to bring this format now where board marks are imp. is unfair to me and many oders in my condition....mr. Sibal expects us to give our board exams again....why the hell should we??....my board syllabus changed this year....and does he now expects me learn something totally different within this short span??...how much more unfair, insensitive could he get??
It is already july now....what a great timing to bring a new format from next year!Nobody is happy mr. Sibal....not even those who are gonna appear fr boards nxt yr
